GENERAL JOB DESCRIPTION The primary responsibility of the Maintenance Manager is to direct, coordinate, and implement the daily activities required to promote and maintain a safe, effective, and efficient transit service. The Maintenance Manager ensures a safe and productive work environment in compliance with all regulations. He/she is also responsible for vehicle maintenance, facility oversight, and utility personnel and services.
MAJOR DUTIES AND RESPONSIBILITES • Maintains an effective working relationship and communication with the General Manager, peers, and subordinates.
• Responsible for hiring, training, managing and development of maintenance & utility personnel.
• Prioritizes daily work duties for maintenance & utility employees.
• Responsible for developing and implementing preventative maintenance program.
• Overall responsibility for facility maintenance, where applicable.
• Develops and maintains records system for all vehicle maintenance.
• Inspects and repairs vehicles and equipment for conformance with operational standards.
• Plans, develops, and implements new methods and procedures designed to improve operations, minimize operating costs, and attain greater utilization of labor and materials.
• Responsible for developing and recommending specifications for new vehicles and equipment.
• Management of vendor relationships and procurement procedures for requisition of tools, equipment, and supplies required for operations.
• Responsible for managing within divisions allocated budget.
• Responsible for equipment and parts inventory.
• Ability to build effective relationships, including contractors/vendors and stakeholders.
• Preparation of capital planning for technical specifications for RFPs.
• Maintains regulatory compliance (DOT, FTA, and state regulations) and reporting regarding hazardous waste collection, coordinates response to hazardous situations.
• Provides monthly reports for designated key performance indicators.
• Responsible for managing the Maintenance Management System currently used by RATP Dev, Ron Turely Associates (RTA). This includes end of month reports, daily fuel/odometer readings updates, and monitoring PM on time performance, Parts Inventory management, and daily reconciliation of the work order module.
• Supplementary involvement with other agency software solutions required as necessary.
• Repairs transit buses, trucks, automobiles, and related equipment. Responsible for repairs, installs/removal of engines, transmissions, accessory units, and other components on buses and support equipment.
• Performs preventive maintenance inspections and repairs in compliance with Arlington's operating contract.
• Reports to emergency road calls; may operator all agency vehicles & equipment on/off property.
MINOR DUTIES AND RESPONSIBILITIES • Responds effectively to passenger communications and concerns during road calls.
• Limited area travel required for parts management, vehicle inspection.
• Works effectively with operations and administrative staff to meet agency needs and provide support and training in mechanically sound operation of vehicles.
• May be utilized in revenue hours if demands of operation require.
Requirements QUALIFICATIONS FOR THE JOB
Education: Bachelor's degree, vocational degree with experience, or combination of education and experience, preferably in the public transit or transportation industry.
Experience: Minimum 5 years maintenance management/supervisory experience in transit, 2 years senior level diesel mechanic required.
Other: - Must have strong written and verbal communication skills.
- Must have strong computer skills including Word and Excel spreadsheets.
- Experience in working with local governments or municipalities preferred.
- Strong interpersonal skills and the ability to build effective relationships.
- Working knowledge of compliance standards in related areas: FTA, FMCSA, DOT, OSHA, Homeland Security, and other state/local regulating bodies.
- Must reside within 30 miles of work facility.
- Must supplement agency maintenance with standard diesel mechanic tools.
- CDL Class B with P Endorsement/ Airbrakes required or must obtain within 90 days of hire.

PHYSICAL REQUIREMENTS - Must be able to lift or move up to fifty pounds.
- Must be able to sit, stand, walk, climb, kneel, or crawl.
- Must be able to do repetitive tasks.
- The employee is exposed to caustic chemicals and high noise levels while in the work envi ronment.
- Ability to exert up to 100 pounds of force occasionally.
- Physical activity includes, but is not limited to: driving company vehicles; operating radio, head signs and computer keyboard; handling, holding, lifting passenger packages; hearing passengers' requests; locking, opening, climbing, balancing, bending, squatting, twisting, rotating, kneeling, vision (both near and far), speaking/signaling, reaching, pulling/pushing: right sided acceleration/air brake food pedals; sliding left sided window at driver's seat, mirrors to adjust inside/outside of vehicle; destination sign; sun visor; levers/buttons/switches needed to operate bus/make adjustments to parts of bus during pre-trip inspection; lap seat belt; bus seats up/down to access wheelchair areas on wheelchair accessible buses; emergency hatch to open and close in case of an emergency (rare) or if air conditioning failure; spring releases underneath seats, occasional pushing of wheelchair of at least 100 pounds, reaching below waist, waist to shoulder, above shoulder, repetitive motion of wrists, hands, arms, and/or fingers, unlocking while operating various switches and door handles; operating lift; removing items left on the bus by passengers; seeing that passengers are seated before moving bus into traffic; sitting on seat while driving; standing, walking to operate wheelchair lift; talking to answer passenger questions and to announce destination stops; turning pages of route manual; and writing to document accidents, incidents, vehicle defects, etc.
