Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Job Summary:

The Site Project Accounting Manager will be responsible for effective oversight and execution of project finance and accounting activities. This position will receive day to day direction from the Business Manager and functional guidance from the Manufacturing & Technology Financial Services Manager. This position is based at the Project site in New Albany, Ohio.

Responsibilities include maintaining an in-depth understanding of the financial requirements of the prime contract, ensuring that accounting procedures and work processes support the project's activities, and enforcing administrative controls to ensure compliance with internal (Bechtel) and external (GAAP/Customer) requirements. Candidate will be responsible for managing site accounting operations to include union direct hire timekeeping/craft payroll, accounts payable, tax reporting, treasury coordination, audit coordination, and other duties as assigned/required. #LI-MJ1


Major Responsibilities:

  • Ongoing review and management of project financial accounts and reporting, ensuring statutory compliance, proper financial controls, mitigation of financial risk, and prompt escalation of issues to Project/Functional Management.
  • Ensure accuracy and compliance for the project set of books, including general ledger, subsidiary ledgers, and detailed job cost and commitment ledgers, in coordination with the Home Office Project Accounting Manager.
  • Ensure that the site project accounting team members have a thorough understanding of the financial requirements of the prime contract.
  • Coordinate with the Home Office Project Accounting Manager to ensure all project finance and accounting deliverables are prepared accurately and timely.
  • Establish and maintain working relationships with Client counterparts in support of the Project goals.
  • Ensure all Client and Project Manager inquiries are actioned promptly and accurately.
  • Promote effective project cash management by ensuring close coordination with project stakeholders related to timely invoicing of third-party supplier costs to the Client.
  • Manage direct-hire timekeeping activities and coordinate with BBS Service Center to process craft payroll timely and accurately.
  • Liaise with Labor Relations, Construction Supervision and Site Management on interpretation of the National Construction Agreement and the Project Labor Agreement as they relate to craft timekeeping and payroll. This includes any project-specific incentives or other non-hourly wages.
  • Coordination with Labor Relations and BBS Payroll regarding project wage bulletins.
  • Oversight of project accounts payable activities to ensure on-time payments to suppliers and compliance with project purchase order and subcontract requirements.
  • Work with Corporate Tax Team on proper application of sales/use tax and Ohio Commercial Activity Tax.
  • Assist Project Controls in analysis of financial information, cost estimates, preparation of forecasts and ad-hoc reporting as required by Project/GBU Management and the Client.
  • Leadership, training and development of Site Finance Team members.


Education and Experience Requirements:

  • Requires bachelor's or master's degree in accounting or finance (or international equivalent) and 12+ years of relevant experience on Bechtel projects, or 17+ years of relevant experience.


Required Knowledge and Skills:

  • Understanding of organizational structure, policies and procedures.
  • Experience and proficiency in standard accounting functions such as payroll, payables, receivables, billing and financial accounting. Highly skilled in analyzing and problem-solving techniques as applied to accounting.
  • Excellent skills in working with and communicating effectively orally and in writing with internal and external personnel.
  • Experience in supervisory activities such as distribution and control of work, performance evaluation, coaching, interviewing, and training and development of personnel.
  • Very proficient in computer applications and common software products. Able to develop complex spreadsheets with complex formulas, macros and ad hoc report writing.
  • Strong knowledge of accounting and financial issues including an understanding of generally accepted accounting principles, practices, and techniques.
  • Good Interpersonal skills and ability to effectively function in a matrix organization and manage complex high-volume activities.
  • Requires working knowledge of computer systems operations as applied to accounting functions at larger projects.
  • Ability to analyze financial data, provide early recognition of potential problems and provide effective and innovative thought processes in handling complex financial issues/problems.
