Job Title: Safety, Security, and Facilities Support Manager
Department: Terminal Services
Reports to: Primary to Regional Health Operations & Local Terminal Manager
Status: Exempt
Scope: The Safety, Security, and Facilities Support Manager is responsible for the overall management of safety and security (including working directly with the management in Information Technology /cybersecurity). The position requires research, planning, development, and implementation of programs and procedures necessary to meet the Company's security, safety, and facility needs. The Safety and Security Support Manager works with senior management to lead efforts to create a positive and engaged safety and security culture while ensuring that all managers, supervisors, employees, and Union ILWU members assume their responsibility for the enforcement of safety and security policies, procedures, and practices.
Essential Duties and Responsibilities:
· Reviews, interprets, and assures compliance with associated governing agencies such as the Ports of Oakland, Port of Tacoma, and Los Angeles (POLA), state and federal standards and regulations related to safety, security, environmental compliance, and hazardous materials applicable to the Company
· Advises and educates management and employees on all relevant safety, security, and compliance topics; ensures that the Company's safety, security, and compliance information is updated as necessary
· Responsible for all Personal Protective Equipment (PPE) Programs and advises and assists departments in selecting/obtaining required PPE and in the maintenance and testing of all PPE and related equipment
· Recommends incentives for safety performances, and encourages reports of unsafe conditions and submission of ideas and suggestions to improve the Company's Safety and Security Program
· Ensures periodic inspections of facilities and work areas to determine that they are maintained in a safe and orderly manner
· Conducts training programs to meet regulatory requirements and to enhance safety and security practices and awareness; may request the assistance of outside personnel to assure that all personnel are thoroughly trained according to safety and security requirements and safe and secure working practices
· Coordinates emergency response planning and organizes emergency evacuation plans, procedures, training, and drills
· Oversees the maintenance of all necessary compliance, security, and safety records, documentation, and files
· Prepares monthly safety and security activity and status reports and other related reports, as required
· Maintains contact within the industry and keeps abreast of current technologies and all applicable laws and regulations
· Investigate/gather information, including but not limited to photos, incident reports, survey reports, any documentation/information on claims; implement measures to prevent similar incidents in the future, and minimize cost/legal exposure to the Company
Acting Facility Security Officer (FSO) and Facility Security Plan (FSP) Supervisor for the terminal
· All other duties as assigned
· Represents Everport at Labor Relations Meetings to determine the outcome of incidents that occur on the Terminal.
· Represents Everport at the area Joint Accident Prevention Committee (JAPC) and Area Accident Prevention Committee (AAPC) meetings.
· Maintains effective working relationships with area local unions and possesses the ability to meet and confer to resolve or mitigate issues and concerns.
· Manages Terminal Security Officers and provides the required training.

Reporting to this position:
Qualifications/Requirements:
· Knowledge of Cal OSHA, both FED and State levels
· Knowledge of the Coast Guard regulations and preparation for the yearly CG inspection
· Strong leadership skills
· Exceptional analytical and problem-solving skills
· Ability to work and interact with all levels of management and employees, as well as all levels of the area unions and PMA.
· Exceptional written, verbal, and interpersonal communication and presentation skills
· Proficient with the use of computers, pertinent financial software, and other technology
Education/Training/Experience
· A bachelor's degree in an environmental, safety, or related field and 4 years of experience in safety management or related field, or an equivalent combination of education and experience, is required
Local Safety Manager - a bachelor's degree and 2 years of experience in safety management or related field, or an equivalent combination of education and experience, is required
· Experience and/or in-depth knowledge related to operations in the marine industry is highly desirable
· Should have the ability to interpret and follow a wide variety of laws, rules, codes, and regulations
· Must have, or be able to acquire, sufficient technical knowledge to understand and relate to government regulations and safety issues
· Knowledge of Environmental hazards (stormwater)
