Salary : $66,676.55 - $106,682.49 Annually Location : Jacksonville, NC Job Type: Full-Time Job Number: 5164-00024 April 2025 Department: Health Department Opening Date: 04/16/2025 Closing Date: Continuous Job Description Performs intermediate professional work providing primary care to individuals and families in Public Health programs specializing in reproductive health to include maternity, family planning, breast and cervical screening, colposcopy, GYN, child health, communicable diseases, and/or sexually transmitted diseases, and related work as apparent or assigned. Work is performed under moderate supervision of the Public Health Nursing Supervisor. Salary will be determined based on qualifications and experience, up to a maximum of $106,682.49 annually. Position Responsibilities Domain 7: Management and Finance Skills 1-8, 10-13. Domain 6: Public Health Sciences Skills 3-4 Function in the expanded nursing role with duties related to the employees' expertise in women's health, child health, communicable diseases ,or sexually transmitted diseases. Demonstrate and implement techniques of nursing care and counsel for the promotion of reproductive health to include maternity, family planning, and breast and cervical screening, colposcopy, GYN, child health and/or the promotion of health and the prevention of sexually transmitted and communicable diseases through outreach in homes and schools by identifying and describing factors affecting the health of the community Position is responsible for performing maternal skilled nurse home visits, as well as newborn and postpartum home visits. Employees obtain a health history, perform a physical examination sufficient to determine if there is a deviation from normal, and help the client to maintain a state of wellness through periodic screening procedures, health counseling, treatment under physician's standing orders, and/or referral. Direct the work done during a clinic, assign tasks to lower-level staff appropriately, manage clinic flow, and advise other clinic staff about the management of unfamiliar patient situations. Serve as team leaders by coordinating the work assignments and quality of services delivered by a small team of lower-level nurses and sub-professionals that are part of a subgroup of a full project. Domain 1: Data Analytics and Assessment Skills 1-8 Assist in data collection, review, and analysis by using methods and tools such as information technology and excel for collecting, identifying, and analyzing data needs in any project they are associated with. Provide community outreach services by making home visits for the purpose of case management or any other nursing activity that involves functioning independently outside of the agency. Connects individuals to programs and services by making referrals to medical facilities, social service agencies, etc. when needed and agreed on by the patient or family; takes a lead role in coordinating all plans and resources for their clients. Work with considerable independence in a community-based health promotion project that involves developing programs or support groups, promoting community advocacy, and developing strong partnerships with residents. Domain 8: Leadership and Systems Thinking Skills 2-8. Participate in program or agency-wide planning and quality assurance activities contributing observations or data related to patient or community trends or practices, and ideas for improved program performance, and will participate in record audits and other program reviews. Participate in Public Health Preparedness activities as directed by agency management. Perform staff nursing duties in the event of a natural or induced disaster or in related practice drills. Perform other duties as assigned. Qualifications Considerable knowledge of and skill in obtaining an in-depth nursing history and physical examinations, considerable knowledge of, and skill in, the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs; considerable knowledge of and ability to apply the principles and practices of public health; knowledge of available resources and organizations and the ability to coordinate these as needed; general knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions; adequate computer skills to allow communication, patient record documentation, and accessing of information. Education, Experience, and Special Requirements Bachelor's degree in nursing (which includes a public health rotation) accredited by the National League for Nursing or the Commission on Collegiate Nursing and moderate experience in public health nursing. Physical Requirements This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms, pushing or pulling, lifting and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, exposure to infectious diseases, and exposure to angry or disruptive patients; work is generally in a quiet location (e.g. library, private offices). Special Requirements Enhanced Role Registered Nurse position requires an additional 3-6 months of training that includes both a didactic and on-the-job clinical supervision phase in the expanded role specifically to which assigned (either in Child Health, Communicable Diseases, or Sexually Transmitted Diseases). Current license from the North Carolina Board of Nursing to practice as a registered nurse in North Carolina Registered Nurses without a bachelor's or master's degree that included a public health nursing rotation will be required to complete the "Introduction to Principles and Practices of Public Health Nursing" course within one year of employment in accordance with the Health Service Commission Rule. NC401k The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases. Sick Leave Regular full-time employees earn 12 days of sick leave per year. Paid Holidays County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.
