  • Directs the development of long-term strategic and short-term tactical plans along with continuous program review and assessment for the implementation and operation of an efficient, cohesive, preventative and responsive Office of Safety and Security at Windward Community College (WCC).
  • Responsible for security and emergency preparedness programs for the College, ensuring compliance with federal and state laws. Coordinates campus planning and facilitates implementation of emergency preparedness/emergency operations protocol.
  • Monitors and assesses the campus environment to improve campus emergency management, safety strategies and programs that promote a safe and secure campus environment, as well as to mitigate the threat of potential hazards to ensure continuity of services.
  • Develops, updates and implements a comprehensive WCC Emergency Response Plan for students, staff, and faculty to follow for all types of emergencies.
  • Develops, updates and implements an emergency management protocol and standard operating procedures in alignment with the University of Hawaii System Emergency Management Plan and the National Incident Management System.
  • Serves a critical leadership role within the WCC Incident Command Team and operation.
  • Conducts detailed evaluations and analysis of emergency response exercises, actual campus emergencies and disasters, to improve WCC’s emergency preparedness.
  • Implements emergency requirements of City/State/Federal emergency preparedness and civil defense programs to meet University, State, and Federal (FEMA) guidelines and requirements.
  • Coordinates and facilitates the scheduling and participation of WCC’s Emergency Management Teams in exercises with other State agencies in implementing campus/system wide Emergency Management Plans.
  • Manages the coordination of building evacuations in the event of an emergency situation to include searches and securing of buildings before re-entry is allowed.
  • Develops and facilitates educational and training programs, as well as readiness exercises, related to campus safety and emergency preparedness each year.
  • Implements and maintains security operations Standard Operating Procedures (SOP) and drafts written recommendations for improvement in compliance with Federal and State laws and mandates.
  • Drafts, recommends and implements policies and procedures to ensure uniform, efficient, and effective safety, emergency and security programs for the campus.
  • Upgrades and maintains the WCC security infrastructure which includes, but is not limited to; security communication equipment, carts and motor vehicles, code blue phones and PA system, surveillance system, burglar and fire alarm systems, area evacuation systems, etc.
  • Manages various required programs in the areas of environmental health and safety (e.g. occupational safety and health, fire safety, hazardous materials management, biological safety, radiation safety, etc.).
  • Ensures campus compliance with the Higher Education Opportunity Act (Public Law 110-315), also known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Develops protocol with local law enforcement, fire department and emergency medical services, when called to respond to a campus emergency.
  • Oversees and manages the budget and finances for the Office of Safety and Security to ensure an effective expenditure plan and projected requirements.
  • Oversees the hiring, supervision, and training of University Security Officer(s) and contract security guards for the campus.
  • Reviews and effectively resolves issues and complaints involving the department or personnel, participates in internal investigations and prepares special investigative reports when needed.
  • Works with and assists the College's Computing Services (IT) department to take proactive measures to maintain cyber security. Collaborates with the department to develop and implement policies and protocol in the event of an information breach.
  • Serves as liaison with campus units, University System Offices, and external agencies, to provide timely and orderly verbal and written communication regarding campus security incidents, alerts and situations by exercising tact, diplomacy and good judgement.
  • Maintains and develops complex or special recurring and nonrecurring reports, such as, but not limited to, incident reports, campus crime trends, etc.
  • Provides technical advice, interpretations and/or makes effective recommendations regarding applicable policies, procedures and other administrative requirements to administrators, faculty and staff.
  • Attends meetings and participates in related College committees and community events.
Other duties as assigned. * Denotes Essential Functions Minimum Qualifications Possession of a baccalaureate degree in Administrative Justice, Criminology, Sociology, Public Administration, Business Administration, Emergency Administration, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for safety, security and/or emergency management operations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the area of safety, security and emergency preparedness and response as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with safety and security methods and equipment, emergency preparedness and response, and/or related report writing. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Ability to communicate effectively both orally and in writing with the general public, faculty, staff, students, University, State and Federal officials. Knowledge of the Clery Act and its federal reporting requirements. Ability to interpret and apply policies, procedures, collective bargaining unit agreements, etc., to respond to and resolve a variety of work situations. Experience in managing a budget. Ability to travel for the purpose of attending meetings, training and other activities, and work beyond normal hours, including evenings, weekends and holidays as needed. Desirable Qualifications Considerable working knowledge of (experience with) Kuali Financial System (KFS). Knowledge and/or experience in the capabilities and use of telecommunications systems. Knowledge of Hawaii Occupational Safety and Health (HIOSH) and Occupational Safety and Health Administration (OSHA) regulations and management of hazardous chemicals and waste. Knowledge of the principles, practices, techniques, and procedures relating to laws of seizures, evidence and arrests. Experience with Clery Act compliance. Supervisory experience.
